According to the Federal law N 214 on 29.07.17 «Conducting experiment of the development of resort infrastructure in the Republic of Crimea, Altai Region, Krasnodar Region and Stavropol Region» the resort fee will be taken from a tourist who has reached 18 years and will live in the facility for more than 24 hours. Formally, four regions participate in the experiment: Krasnodar, Stavropol and Altai regions, as well as Crimea. However, in reality, in 2018 tourists will pay the resort fee only in three regions – the Crimean authorities postponed the innovation for a year. The law allows it: the regions decide by themselves whether to take money from the guests and how much, to introduce a fee throughout its territory or only in individual resorts, can change it depending on the season and so on. The only limit is the maximum amount of 50 rubles per person per day. Where and how much to pay: Since May 1, Stavropol Region takes the maximum fee – 50 rubles per day – from vacationers in the resorts of Caucasian Mineral Waters: Pyatigorsk, Kislovodsk, Zheleznovodsk and Yessentuki. Since May 1, Altai Region introduced a resort fee – 30 rubles (2018) and 50 rubles (2019-2022) per day – only at its most popular resort – Belokurikha. The resort fee does not apply to tourists in other places of Altai. On July 16, Krasnodar region is introducing a resort fee in the amount of 10 rubles per day. This applies to tourists in Anapa, Gelendzhik, Sochi, Goryachy Klyuch and four resort settlements of the Tuapse district: Novomikhaylovsky, Dzhubga, Nebug and Shepsi. From May 1, 2019 from tourists in hotels of the Republic of Crimea will be collected a fee of 10 rubles (from May 1 to September 30). However, from January 1 to April 30 and from October 1 to December 31, the fee will be 0 rubles. Due to the resort collection regions plan to replenish the budget: Altai region will have proximally 50 million rubles, Stavropol region – 180 million, Krasnodar region – 265 million. They can be spent only on the development of resort infrastructure: improvement and arrangement of embankments, beaches, parks. If the experiment is considered successful, the resort fee will be introduced in other regions.
